DUTIES AND RESPONSIBILITIES

Under the direct supervision of the Legal Counsel, the incumbent will perform the following duties in the area of international and administrative law:
1. Provide and conduct legal research and analysis; draft legal reports and correspondence as well as prepare legal opinion for submission to administrative boards and tribunals and internal WMO appeal boards;
2. Assist in representing the Organization before arbitral and other tribunals or administrative proceedings, including disciplinary cases in Tribunals;
3. Provide legal advice on human resources matters; reviews administrative matters;
4. Provide legal advice in the area of procurement;
5. Prepare or assist in drafting or analysis of complex logistics support arrangements, contracts and agreements with governments, NGOs, commercial vendors and other public and private entities, as well as in the negotiation of disputes and claims against the Organization or commercial claims arising from WMO contracts;
6. Conduct extensive legal research and analysis and prepares studies, comparative studies, briefs, reports and correspondence;
7. Review legal documents, instruments, or other material and prepare or assists in the preparation of legal advice, memoranda and other communications;
8. Prepare or assist in the preparation of legal opinions/advice on a wide range of international public or private law issues, including inter alia, issues relating to privileges and immunities, institutional questions, and the constitutional and administrative law of the Organization;
9. Carry out other relevant duties as required.

QUALIFICATIONS
Education
Master's degree in Law is essential. A postgraduate degree would be an advantage.

Experience
At least eight years of progressively responsible experience providing legal advice and services related to international and administrative law, including procurement and human resources matters, in an organization of the United Nations common system. Sound experience in the presentation of cases before administrative appeal bodies and in the preparation of sound legal analysis and advice on a wide-range of human resource and internal justice matters.

Other requirements
Sound knowledge of international and administrative law, including jurisprudence and procedures of administrative tribunals at the international level as well as of the legal structures, texts and principles applicable in an international organization. Ability to present sound and well-reasoned legal arguments, including submissions to appeals bodies. Excellent analytical, organizational and interpersonal skills. Excellent knowledge of Microsoft Office applications and ability to work with minimum assistance as well as to work in a multicultural environment.

Languages
Excellent knowledge of English and French are required. Knowledge of other languages used in the WMO Secretariat would be an advantage.
(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.
Temporary contract for up to 11 months at equivalent United Nations P.4 level.
