Elena Manaenkova is the Deputy Secretary General of the World Meteorological Organization (WMO).

Elena Manaenkova joined the World Meteorological Organization (WMO) in 2003 as Director of Atmospheric Research and Environment Department and commenced her duties as Deputy Secretary-General in 2016. She is a geographer with a specialization in hydrology and meteorology. Before joining the WMO, she devoted her career to the Russian Federal Service for Hydrometeorology and Environmental Monitoring starting as a Scientific Officer in the Hydrometeorological Centre of Russia – WMO World Meteorological Centre. She later worked in the Scientific Research Centre on Space Hydrometeorology “Planeta” in positions of increasing responsibility and becoming the Scientific Secretary and Director of the Department of Science and International Cooperation.

Elena holds a Ph.D. in Physics and Mathematics from the Doctorate of Hydrometeorological Centre of Russia with a specialization in meteorology, climatology, satellite meteorology and remote sensing from satellites. She also received the “Inspirational Women in Geneva Working for the Environment” award in 2016.
