Joy Kim is Programme Officer at UNEP's Economic Research Unit.
Joy has been working in the area of macro-economic and environmental policies for nearly 20 years. Especially she has been focusing on the interface between fiscal policy, trade policy and green economy policy. She is currently leading a ‘fiscal policy for green economy’ project and managing a ‘Green Economy in Africa’ project which supports more than 10 African countries’ transition to a green economy through Green Economy Assessments and Policy Analyses. She also serves as a co-chair of the Fiscal Instruments Research Committee of the Green Growth Knowledge Platform (GGKP).
Before joining UNEP, she worked as an economist/senior policy analyst at the Environment as well as the Trade/Agriculture Directorates of the Organisation for Economic Cooperation and Development (OECD) in Paris; a research associate at the United Nations University Institute of Advanced Studies (UNU-IAS) in Tokyo; Visiting Professor at the Aoyamagakuin University in Tokyo; PhD researcher at the Tyndall Centre for Climate Change Research in the UK; and Assistant researcher at the Korea Institute for International Economic Policy in Seoul.
She was also a leadership fellow at Harvard Kennedy School of Government and contributing author of the 4th Global Environmental Outlook of UNEP. She holds a doctoral degree from the University of East Anglia in the UK. Her major publications include ‘The role of the G20 in governing the climate change regime’ (2012, International Environmental Agreements: Politics, Law and Economics); Facilitating Trade in Services Complementary to Climate-friendly Technologies (2011, ICTSD), Matching support with nationally appropriate mitigation actions’ (2012, OECD/IEA); ‘Trade and climate policies in the post-2012 world’ (2011, UNEP), ‘Non-tariff barriers facing trade in selected environmental goods and associated services’ (2008, Journal of World Trade); ‘Facilitating trade in selected climate change mitigation technologies in the energy supply, building and industry sectors’ (2007, OECD); ‘Opportunities and challenges in liberalizing the trade in environmental goods and services’ (2006, Journal of World Trade) and ‘Institutional interplay: biosafety and trade’ (co-editor, 2005, UNU Press).
