The Geneva Environment Network Secretariat organized a briefing to the Permanent Missions to the UN in Geneva by the Secretariat of the Basel, Rotterdam and Stockholm Conventions on recent developments under the conventions and four upcoming meetings: the ninth meeting of the Basel Convention Open-ended Working Group (Geneva, 16-19 September 2014); the eleventh meeting of the Basel Convention Implementation and Compliance Committee (Geneva, 22-24 September 2014); the tenth meeting of the Rotterdam Convention Chemical Review Committee (Rome, 22-24 October 2014) and the tenth meeting of the Stockholm Convention Persistent Organic Pollutants Review Committee (Rome, 27-30 October 2014).

Background

The Secretariat of the Basel, Rotterdam and Stockholm Conventions will organize a briefing on recent developments under the Conventions and four upcoming meetings: the ninth meeting of the Basel Convention Open-ended Working Group (Geneva, 16-19 September 2014); the eleventh meeting of the Implementation and Compliance Committee (ICC-11) (Geneva, 22-24 September 2014), the tenth meeting of the Rotterdam Convention Chemical Review Committee (Rome, 22-24 October 2014); and the tenth meeting of the Stockholm Convention Persistent Organic Pollutants Review Committee (Rome, 27-30 October 2014).

The ninth meeting of the Open-ended Working Group of the Basel Convention (OEWG-9) will be held from 16 to 19 September 2014 in Geneva, Switzerland. The Open-ended Working Group is one of the subsidiary bodies of the Basel Convention, mandated to assist the Conference of the Parties in keeping under continuous review the implementation of the Convention’s work plan. At its ninth meeting, the Open-ended Working Group will, among others, review draft technical guidelines on persistent organic pollutants waste, mercury waste and e-waste and consider the outcome of inter-sessional work on the national reporting format, the framework for the environmentally sound management of hazardous wastes and other wastes and providing further legal clarity.

The eleventh meeting of the Implementation and Complance Committee (ICC-11) will be held from 22 to 24 September 2014 in Geneva, Switzerland. The Committee is expected to consider thirteen submissions regarding individual Parties. Other issues pertaining to specific submissions include the review of the operation of the implementation fund, the extended Secretariat trigger, and the review of the legal framework programme. The Committee is also expected to review general issues of implementation and compliance pertaining to national reporting, development of inventories, national legislation, the control system, illegal traffic, insurance, bond and guarantee, as well as the Manual for the implementation of the Convention

The tenth meeting of the Chemical Review Committee (CRC-10) will be held from 22 to 24 October 2014 at FAO Headquarters in Rome, Italy. The Chemical Review Committee is a subsidiary body of the Rotterdam Convention established to review chemicals and pesticide formulations and make recommendations to the Conference of the Parties for listing such chemicals in Annex III to the Convention. At its tenth meeting, the Committee will, among others, review notifications of final regulatory action on polychlorinated naphthalenes, short-chained chlorinated paraffins and tributyltin compounds and consider draft decision guidance documents for methamidophos and fenthion.

The tenth meeting of the POPs Review Committee (POPRC-10) will be held from 27 to 30 October 2014 at FAO Headquarters in Rome, Italy. The Persistent Organic Pollutants Review Committee is a subsidiary body to the Stockholm Convention established for reviewing chemicals proposed for listing in Annex A, B, and/or C to the Convention. At its tenth meeting, the Committee will, among others, review the draft risk management evaluation on pentachlorophenol and its salts and esters, the draft risk profile on decabromodiphenyl ether, and the proposal for listing dicofol in Annex A, B, and/or C.
