To further integrate the human right to a healthy environment into the work of the UN at the national, regional, and global level, a Common Approach for UN agencies on the Implementation of the Right to A Clean, Healthy and Sustainable Environment in international, regional and national programming is in preparation. This consultation with Civil Society Organizations' representatives provided an initial presentation about the development process for the Common Approach and sought preliminary interest and suggestions to feed into its preparation. A parallel consultation targeted Member States.
About the Consultation
The UN Environment Management Group (EMG) is the UN system-wide coordination body that identifies issues on environment and human settlements in the international environmental agenda that warrant cooperation, and finds ways of engaging its collective capacity in coherent management responses to those issues.
The EMG’s support for a more coherent, consistent and rights-based approach by the UN system to human rights and the environment responds to the UN Secretary-General’s Call to Action on Human Rights. The importance of this issue was further highlighted in October 2021 when the Human Rights Council adopted a resolution recognizing, for the first time, that a clean, healthy and sustainable environment is a human right. This landmark moment was followed by the adoption by the General Assembly in July 2022 of resolution 76/300 on “The human right to a clean, healthy and sustainable environment”.
The Issue Management Group on Human Rights and the Environment (IMG), established in 2020 under EMG and led jointly by the Office of the High Commissioner for Human Rights (OHCHR), the UN Environment Programme (UNEP) and the UN Development Programme (UNDP), is a coordination mechanism for UN agencies, tasked with supporting a more coherent, consistent and rights-based approach by the UN system to human rights and environmental matters.
To further integrate the human right to a healthy environment into the work of the UN at the national, regional, and global level, the IMG is undertaking activities towards ensuring a coherent and rights-based approach to environmental action throughout the UN system. As such, the IMG is currently preparing a Common Approach for UN agencies on the Implementation of the Right to A Clean, Healthy and Sustainable Environment in international, regional and national programming.
In line with this initiative, the IMG members held consultations with Member States and civil society representatives to give an initial presentation about the development process for the Common Approach and seek preliminary interest and suggestions to feed into its preparation. Specifically, the IMG had welcomed views on how the Right to Healthy Environment could be more effectively streamlined in practical terms into UN agency programming and outcomes.
The consultation on 10 June 2026 was exclusively for Civil Society Organizations and IMG members. (The consultation with Member States took place on 29 May 2026)
