Carlos is the Deputy Executive Secretary of the Basel, Rotterdam and Stockholm Conventions (BRS Conventions).
Carlos is the Deputy Executive Secretary of the Basel, Rotterdam and Stockholm Conventions since 1st January 2017. He holds a Master of Science degree in Biology from the Complutense University (Madrid, Spain).
He has more than 30 years of professional experience on environment and sustainable development issues, both at national and at international levels, and multilateral environmental negotiations and processes. He was the Deputy Secretary of the Intergovernmental Panel on Climate Change (IPCC), the Special Advisor to UN Environment on Multilateral Environmental Agreements, a Senior Advisor to the German Government, a Senior Advisor to the Spanish Government and a Principal Administrator at the European Commission. Earlier in his career he undertook scientific field research on Mediterranean ecosystems and lead initiatives for the conservation and sustainable use of biodiversity in Spain, Europe and globally.
