Francesca Mingrone is a Geneva-based staff attorney for the Climate & Energy Program of the Center for International Environmental Law (CIEL).

Francesca Mingrone is a Geneva-based staff attorney for the Climate & Energy Program of the Center for International Environmental Law (CIEL). Before joining CIEL, she worked as a policy officer at Independent Diplomat, in Geneva. In that capacity, she advised the Republic of the Marshall Islands on climate diplomacy, supporting the President and Ministers at key international climate meetings and working with the High Ambition Coalition. She also worked with a group of Rohingya representatives, providing advice on human rights and accountability. Prior to that, she worked at the Secretariat of the Basel, Rotterdam and Stockholm Conventions, hosted by UNEP in Geneva, supporting the legal department during the 2017 Triple COPs.

During Law school, she interned at the Environmental Law Institute, in Washington DC, and was the youth coordinator of Italian Climate Network, focusing on enhancing youth participation in climate-related processes. Francesca is a Law graduate from LUISS Guido Carli University, in Rome, where she specialized in International Law. She also holds a Master’s degree in Development Studies from the Graduate Institute of International and Development Studies (IHEID), in Geneva.
