Multilateralism Addressing Antimicrobial Resistance | From Jeddah to Geneva

The 4th Global High-Level Ministerial Conference on Antimicrobial Resistance (AMR), hosted by the Kingdom of Saudi Arabia, concluded on Saturday with the adoption of the Jeddah Commitments, which lay out practical, actionable and cross-sectoral steps stakeholders can take to address this complex health issue. The commitments build on the Political Declaration on AMR adopted at a High-Level UN General Assembly meeting, in September, and highlight the role of the Quadripartite Joint Secretariat on AMR, which is comprised of the UN Food and Agriculture Organization, the UN Environment Programme, the World Health Organization, and the World Organization for Animal Health. They also call for the creation of a new ‘biotech bridge’ aimed at boosting research, development and innovation to find solutions to the global threat. Voices from international Geneva said in Jeddah:

The Director-General of the World Health Organization, Tedros Adhanom Ghebreyesus, stressed at the conference that 1.3 million people are dying every year from antibiotic-resistant infections and that “AMR action is equally as urgent as climate action.”
Welcoming the adoption of the Jeddah Commitments, Jacqueline Alvarez, head of UNEP’s Chemicals and Health Branch, said the outcome document is an example of successful multilateralism and that “The Jeddah Commitments bring everybody that has a role to play together for action.”
Kathrine Urbaez, Executive Director of the NGO Health Diplomacy Alliance, stressed that “we need political commitment to advance AMR policies and to engage in the one health approach.”

This week, as we celebrate World Antimicrobial Resistance Awareness Week (WAAW) — a global campaign to raise awareness and understanding of AMR and promote best practices among One Health stakeholders to reduce the emergence and spread of drug-resistant infections — the Health Diplomacy Alliance and the Geneva Environment Network are joined by the members of the quadripartite and other key stakeholders and Member States for a special session “From Jeddah to Geneva | Multilateralism Addressing Antimicrobial Resistance”, building on the outcomes of the ministerial conference. The session will also expand on this year’s celebration theme, “Educate. Advocate. Redefining Mining: Balancing the Need for Minerals with Protecting People and the Planet | IGF 2024

The 20th Annual General Meeting of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF 2024) is taking place from 18 to 20 November 2024 at Palais des Nations. Hosted by the UN Trade and Development, this year’s meeting will be held under the theme, “Redefining Mining: Balancing the Need for Minerals with Protecting People and the Planet”, where stakeholders will discuss accelerating the production of critical minerals, the possible role of circularity in bridging the critical minerals supply gap, and the nexus of critical minerals and gender equality, among other issues.

The IGF, whose secretariat is hosted by the International Institute for Sustainable Development, supports its 85 Member States in strengthening their legal and policy tools to promote good governance in mining for the betterment of communities, economies, and the environment. All Eyes on the UN Climate Conference in Baku | Time for Climate Action and Ambition

The UN Climate Change Conference in Baku enters its second week of negotiations and is expected to conclude on Friday 22 November. As the UN Secretary-General expressed in his remarks, this week all efforts and international cooperation must converge into agreeing to an ambitious climate finance goal that meets the scale of the challenge faced by developing countries. This will enable building trust between developed and developing countries and incentivize the preparation of high-ambition national climate plans next year. International Geneva is present at COP29, highlighting how climate change is cross-cutting across Geneva’s manifold areas of expertise, from climate science to human rights, labor, trade, and much more. → Find a list of engaged institutions and experts and useful resources on our update.

Parties agreed on the first day upon the international carbon market standards under Article 6.4 of the Paris Agreement. → Read key remarks.
On the first-ever ‘Digitalisation Day’ for a UN Climate Change conference, the COP29 Declaration on Green Digital Action received endorsements from more than 1,000 governments, companies, civil society organizations, international and regional organizations, and other stakeholders. → Read on UN News.
The 4th edition of UNEP’s International Methane Emissions Observatory (IMEO) publication, An Eye on Methane, Invisible but not unseen, was launched on 15 November and takes stock of progress harnessing a methane data revolution that can accelerate methane reduction at a global scale. IMEO has also launched the Eye on Methane data platform to spark further action. The platform delivers open, reliable and actionable global methane emissions data to drive impactful methane mitigation action by governments and companies, while providing transparent, reliable data to civil society and media.
Supporting the renewable electricity transition through trade. Unlocking re-globalization opportunities via interconnection, co-published by WMO and WTO on 15 November 2024 focuses on a core aspect of international trade: ensuring security of supply. → Read the press release.
Closing the Gap: The emerging global agenda of transition plans and the need for insurance-specific guidance, UNEP Forum for Insurance Transition to Net Zero (FIT)’s inaugural report, as the first deliverable of the FIT Transition Plan Project, is the first global guide on transition plans for insurance companies. → Read UNEP FI press release.
Taskforce on Net Zero Policy: Net Zero Policy Matters serves as a progress report summarizing the research, discussions and findings of the work of the Taskforce on Net Zero Policy, its technical expert group and contributing partner organizations, from its inception at COP28 to COP29. → Read more.
Global status of multi-hazard early warning systems (MHEWS) 2024, the WMO-UNDRR joint publication launched on 13 November 2024, suggests that concrete progress has been made by countries to improve the coverage and comprehensiveness of MHEWS, but the most vulnerable countries continue to suffer disproportionately. → Read WMO press release.
Enabling global trade in renewable hydrogen and derivative commodities is the International Renewable Energy Agency (IRENA)-WTO joint publication that highlights the critical role of sound, coherent strategies in promoting the use of renewable hydrogen and hydrogen-derived commodities. → Read WTO press release.
Framework for implementing environmental, social and governance (ESG) principles was launched by the International Organization for Standardization (ISO) on 14 November 2024. It provides international guidance to streamline ESG practices, providing global organizations with actionable insights to enable clear communication of sustainability efforts worldwide.→ Read ISO press release.
Global Nitrous Oxide Assessment, a joint FAO & UNEP publication shines a spotlight on a critical but often overlooked climate threat. Nitrous oxide, a potent greenhouse gas and a top ozone-depleting substance, is mostly emitted from synthetic fertilizers and manure in agriculture. → Read UNEP press release.
State of the Climate 2024 Update for COP29 released by WMO on 11 November 2024, issues a red alert at the sheer pace of climate change in a single generation, turbo-charged by ever-increasing greenhouse gas levels in the atmosphere. It finds that 2015-2024 will be the warmest ten years on record; the loss of ice from glaciers, sea-level rise and ocean heating are accelerating; and extreme weather is wreaking havoc on communities and economies across the world. → Read WMO press release.

- From Vision to Practice for a Just Transition on 20 and 21 November 2024, UN Page, UNEP, ILO, UNDP, UNITAR and partners will host a two-day event consisting of two policy dialogues to create synergies and connections among governments, employers, workers, and key climate actors in the margins of COP29.
- WTO and ADB will launch the Asian Development Bank-World Trade Organization Trade in Critical Minerals Database, which provides a one-stop shop for up-to-date critical minerals trade data and information on related policies. Its purpose is to support the development and transparency of sustainable, inclusive, and resilient critical minerals supply chains for the clean energy transition.
Nature and Biodiversity / Indigenous Peoples / Gender Equality / Oceans and Coastal Zones on 21 November.
- UNEP will launch the Global Peatland Hotspot Atlas 2024.
- IUCN, in collaboration with partners, will contribute to key events as the High-level roundtable on Indigenous Peoples and Local Communities traditional knowledge at the core of the climate-nature nexus, the High-level event on Forests for Climate, Nature and People: Harnessing Climate Finance for Forests, and the Global Leaders Roundtable: Aligning Climate Action and Biodiversity Conservation for Achieving a Nature-positive future and the Paris Agreement Goals.

2024 Edition of the Geneva Climate Week

The second edition of the Geneva Climate Week (Semaine de Climat), hosted by the City of Geneva, kicks off this week on 18 November. More than 50 events with a wide range of partners , various debates, workshops and film screenings will provide citizens a better understanding of climate issues and the solutions available to reduce our carbon footprint. Various themes will be addressed, such as consumption, planetary limits, and the challenges of sustainable management of our natural resources, always with a scientific and educational approach. As part of the local authorities’ effort to act on climate change and the role of our activities in contributing to the carbon footprint, take part in two initiatives aimed at increasing awareness and reducing impacts:

“Nos Gestes Climat”, which starts online from 11 November to 6 December 2024 and will continue in other forms until 2025, aims to help people become aware of the weight of their carbon footprint by giving them access to a Geneva footprint calculator.
My Carbon Challenge aims to encourage more than 1,000 people in Geneva to become aware of their carbon footprint, to understand its consequences and to provide them with tools and resources for those who wish to reduce their impacts.

World Starts Gathering in Busan to Finalize the Text of the Future Plastics Treaty

This week, Member States and stakeholders are on their way to Busan, Republic of Korea, for the fifth and expected final meeting of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-5). → Consult the Secretariat’s Practical Information Guidance.

While the negotiations will formally start on 25 November 2024, various meetings and discussions are already taking place this week, including:

The INC Chair, H.E. Amb. Luis Vayas, will convene two webinar sessions with observers to share information on the organization of work for INC-5 and provide a space for interested Observers to share reflections on the same. Both sessions will be exclusively dedicated to interventions from Observers. The sessions will take place on 18 November 2024 from 09:00 to 10:30 CET and from 18:00 to 19:30 CET
UN Trade and Development will host an INC-5 pre-event: Trade implications of a new global plastics treaty at the Park Hyatt Hotel in Busan on 23 November 2024.
Civil society, spearheaded by Break Free From Plastic, will organize the Busan Plastic March on 23 November 2024 to demand for plastic production reduction.
A full day of regional consultations will take place on 24 November 2024. In addition, there will be an opportunity for regional meetings to be held every morning throughout the week. The regional consultations are to be convened and organized by the groups themselves.
All Observers to the INC process are invited to an in-person conversation with Inger Andersen, UNEP Executive Director, H.E. Amb. Luis Vayas, Chair of the INC, and Jyoti Mathur-Filipp, Executive Secretary of the INC Secretariat, on 24 November at the Busan Exhibition and Convention Center.
The Youth and Stakeholder Assembly on Plastic Pollution, a strategic gathering for stakeholders to share their perspectives on achieving a strong Plastics Treaty organized by the Children and Youth Major Group to UNEP (CYMG) and partners, will provide a platform to advance advocacy efforts and develop a cohesive policy stance that reflects the demands and expectations of both youth and stakeholders. It will take place on Sunday, 24 November 2024, at Dongseo University in Busan.

Plastics Crisis: We cannot say we didn’t know, we cannot say we can’t act

The Geneva Environment Network team wishes all those travelling to Busan and the INC Chair its best wishes for a successful outcome of the INC negotiation, and takes this opportunity to share some of the key messages shared at the last sessions of the Geneva Beat Plastic Pollution Dialogues. This series of events, co-convened with various partners since November 2020, provides a platform for member states and stakeholders to present their research and compelling evidence on the plastics crisis and its potential solutions, their expectations and ideas on how to keep the ambition high and key aspects that should be agreed upon from the start rather than postponing them for future COP negotiations. Specifically, dialogues that took place on the Road to Busan discussed:

The Plastics Crisis as a Health Crisis: How Can the International Health Community Support the Global Response to Plastic Pollution & the Plastics Treaty? — Co-convened by TESS, this session discussed the importance of centering the Plastic Treaty on health and avenues for a synergetic approach between the health and plastics communities.
Status, Potentials and Risks of Chemical Recycling of Waste Plastics — Organized as a side event to the Basel Convention OEWG-14, this session launched and discussed “Status, Potentials and Risks of Chemical Recycling of Waste Plastics“, a study on the evaluation of approaches for the feedstock recycling of plastic waste commissioned by Switzerland. The event provided a platform for stakeholders to discuss chemical recycling of waste plastics and to identify potential benefits, risks and experiences, making clear that current chemical recycling methods and processes still have economic and environmental issues that make their usage concerning.
Global Producer Responsibility for Plastic Pollution — This session discussed the findings of a research that identified brands found on plastic items in the environment through 1,576 audit events and allowed speakers to discuss both challenges and potential solutions to improve global producer responsibility towards ending plastic pollution. The event emphasized the importance of reducing the production and consumption of plastics, as well as encouraging reuse as a viable business model with proven success in both the Global South and Global North.
Potential Approaches to Plastic Products and Chemicals of Concern in the Plastics Treaty — This dialogue contributed to the intersessional expert group discussion on health and environmental protective criteria and non-criteria-based approaches for products and chemicals, highlighting examples of approaches to regulating chemicals including hazard and risk-based approaches, grouping of chemicals, transparency and traceability, among others. It made clear that more production means more pollution and highlighted the need for effective global regulation of chemicals, that can ensure that plastics that do not poison human health and the environment.
Human Rights in a Plastic Age: Challenges and Solutions — This session co-convened by the Dominical Republic as a side event to the 57th session of the Human Rights Council gathered government representatives, human rights experts and organizations involved in the ongoing efforts to address plastic pollution to explore the key challenges regarding plastic pollution’s impact on human rights.
Human Rights in the Plastic Pollution Treaty — The dialogue took place within the framework of the Geneva Toxic Free Talks 2024 and highlighted the importance of a human-rights-based approach in the Plastics Treaty, centering the system change in the just transition principles.
Plastics Treaty Talks: Updates and the View to the Finish Line — This dialogue, with inputs from the INC Chair and various stakeholders engaged in the negotiations since the start, highlighted the key propeller to concluding the negotiations is the urgency of tackling the harmful impact of the plastics crisis.
Biodiversity in the Future Global Plastics Treaty – This dialogue built on the information brief prepared by IUCN, IUCN WCEL, Fauna & Flora, and ZSL to discuss options to ensure that biodiversity and nature-positive circular economy approaches are included in the future Plastics Treaty, emphasizing benefits across various sectors and cross-obligations with other instruments.
Champions of Change – Business Leaders for Plastic Production Reduction — This session co-convened by Greenpeace, served as the official launching of Champions of Change, a global initiative giving companies a platform to leverage their influence and push for a strong Global Plastics Treaty that will drastically cut plastic production.
Prioritizing Principles of Accountability, Transparency and Justice in the Future Global Plastics Treaty — This dialogue highlighted the importance of anchoring the Plastic Treaty in enforceable measures for transparency, accountability and justice principles and provided examples of how other conventions and instruments implement them in their work.
Analysis of Governments’ Authority to Mitigate Micro- and Nanoplastic Releases to Inform the Global Plastics Treaty Negotiations — This dialogue launched a new report by the University of Wollongong, supported by the Minderoo Foundation, it discussed its findings and emphasized the need to include micro- and nanoplastics measures, approaches and principles in the Plastics Treaty.
Plastics Treaty Talks: Designing an Effective Treaty — This session presented lessons learned from various multilateral processes and spaces towards informing the design of an effective Plastics Treaty, and highlighted actions that can be deferred to the COP decisions versus those that would require future treaty amendments.
Behind the Plastic Curtain — This session discussed the myths and limits of current plastic recycling techniques, highlighting the importance of greater transparency and accountability and the development of more genuine solutions to plastics “potentially safer” or “less harmful”. Under business-as-usual, recycling will simply perpetuate the toxic cycle.
Strengthening the Health Aspects of the Future Plastics Treaty — This final dialogue co-convened with WHO and the health community, discussed the state of play regarding health aspects of the treaty under discussion and presented an information document from Georgia, Ghana, Ethiopia and Switzerland on ensuring a health approach within the international legally binding instrument on plastic pollution. Health goals need to be woven into reduction targets and chemical phase-outs, and not confined to a single article. The treaty should pursue the highest attainable standard of human and environmental health as a core objective.

Happening Abroad

The G20 Rio Summit will conclude the work carried out by the Brazilian G20 presidency, which held its presidency under the slogan “Building a just world and a sustainable planet”, expressing Brasil’s commitment and desire to promote fair agreements that promote global economic and social development. The Summit is scheduled to take place on 18 and 19 November 2024, in Rio de Janeiro, in the presence of the leaders of 19 member countries, plus the African Union and the European Union.
